Both are a quarter of a yard, but they're cut differently. A regular quarter yard is a long 9" x 42" strip, while a fat quarter is a wider 18" x 21" piece. That shape lets you cut bigger squares, appliqué shapes and bag panels that won't fit on a skinny strip.
